Dean Lubowa Saava fined UGX 4 million after running an unlicensed online television platform. The Ugandan media personality spent nearly six months in detention before the court verdict. Dean Lubowa Saava, Chief Strategist of TV10 Gano Mazima, now faces a UGX 4 million penalties.
Authorities condemned him of operating without an appropriate license from the Uganda Communications Commission (UCC). Lubowa stayed behind jail for over six months. Police arrested him in 2025 after many slander charges appeared. The UCC initiated a probe regarding his online broadcasting activities.
The court broke down the sanctions plainly. Lubowa pays UGX 3 million for unlicensed operation. He owes UGX 500,000 for unauthorized broadcasting and another UGX 500,000 for disregarding lawful directives. The total hits UGX 4 million.
If he fails to pay, Lubowa serves one year in prison. Time already spent on remand counts toward any punishment.
Equipment Seizure and Enforcement Action.
UCC authorities confiscated significant items during the crackdown. They confiscated cameras, microphones, computers, and other television equipment. This move attempted to halt the unlicensed platform immediately.
Lubowa’s case underscores stringent media regulations in Uganda. The UCC enforces licensing laws to maintain order in broadcasting. Online television broadcasters must comply much like regular stations.
