IGP Abbas Byakagaba Dismisses Kampala Police Commander
Abbas Byakagaba, the Inspector General of Police (IGP), has removed Richard Ecega from his position as Kampala Metropolitan Area Police Commander.
The decision comes as officials address escalating crime in Greater Kampala. Ecega was replaced by Ezekiel Emitu, who had previously served as commander of the Police Training School at Kabalye.
Kampala Metropolitan Police Leadership Changes
The reorganization did not end with Ecega. The IGP also removed his deputy, Gerald Twishimye. He dismissed Ben Kasozi, the chief of criminal intelligence for Kampala Metropolitan, and Francis Liiga, the commander of the Old Kampala Division Police.
These leadership changes represent a decisive response to mounting security concerns in the capital. According to police sources, the new team must rebuild public trust while also increasing operational efficiency.
Rising Crime Rates in Greater Kampala
Residents in Kampala and adjacent towns have expressed concern over rising violent crime. Previously, there were several reports of nighttime robberies and muggings. However, there has recently been an uptick in murder and serious robbery cases.
Panga-wielding gangs have targeted communities along the Northern Bypass, including Makindye, Kyanja, Nansana, and Kira Municipality. These incidents have heightened the public’s dread and displeasure.
Security experts advocate for increased patrols, intelligence-led operations, and closer community policing. The new Kampala Metropolitan Police leadership is now under pressure to act quickly and achieve visible results.
